The United States and United Kingdom Agree to Tariff-Free Deal on Medicines.

The United Kingdom and the United States have signed a landmark commercial pact that will keep zero duties on UK pharmaceutical shipments going into the US market.

Agreement Details of the Pact

Under the terms of the agreement, the UK has pledged to raise funding on drugs through the NHS. This pledge ensures that tariffs on these key products will be held at nothing for a period of three years.

This development comes after earlier threats to hike tariffs on patented drug imports, with potential rates discussed as high as double the cost.

"This agreement between the Britain bolsters the international landscape for innovative medicines and brings much-needed fairness to U.S.–U.K. medicine commerce," a statement said.

Commercial Importance

Medicines represent one of the Britain's biggest exports to the US, which is by far the primary buyer for major UK drugmakers.

Statistics indicate that in the one-year period prior to September, the UK exported drugs valued at over eleven billion pounds to the US. This value made up nearly one-fifth of all goods exports in that timeframe.

"This guarantee secures work, increases capital expenditure and paves the way for the UK to emerge as a worldwide center for medical research," the Business and Trade Secretary remarked.

Key British Pledges

The pact includes several specific commitments from the United Kingdom:

  • Price Threshold Increase: The UK will raise the affordability limit at which it deems new treatments to be prohibitively costly by a quarter.
  • Increased NHS Spending: There is a aim to increase overall health service expenditure on medicines from 0.3 percent of Gross Domestic Product to 0.6 percent over the next decade.
  • Refund Ceiling: The percentage pharmaceutical firms must pay back to the NHS to control costs will be capped at fifteen percent. In the past, repayments were more than 20%.

Recent Tensions

This agreement takes place against a long-running row between the sector and the British authorities over medicine costs and regulatory access.

The disagreement were heightened by claims that US customers were paying several times more for the same drugs than patients in the UK and Europe.

Over the last 18 months, several major pharmaceutical investments in the UK have been paused or abandoned, while major expansions have been pledged toward American operations.

The Science Minister publicly accepted that the NHS needed to increase expenditure on drugs, noting that its spending on drugs had decreased as a percentage of its total funding over the previous ten-year period.
